Attached is the letter dated June 15, 2009 from the Honourable Jason Kenney, Minister of Citizenship and Immigration in which he wrote: " I recognize the yellow flag with three horizontal red stripes is a symbol of the Vietnamese community in Canada". 
The letter also reiterated the announcement made by the Minister himself in April 2008 that  "Our government recognises the flag as an important symbol of the Vietnamese-Canadian community's independence, strength, and belief in national unity,and attempts to disparage it are a deeply troubling attack on one of Canada's ethnic communities and on the principles of multiculturalism"

(Ottawa)—In partnership with the Vietnamese Canadian Centre and the Ottawa Vietnamese Canadian Cultural Organization, the Ottawa Police Service will celebrate Vietnamese Culture Month and display the Vietnamese Heritage and Freedom Flag at Ottawa Police headquarters, 474 Elgin Street, on Monday, May 3, 2010, at noon. The flag will be on display until May 31, 2010. Light refreshments will be served. Members of the public and media are invited to attend.

About Vietnamese Culture Month

In May of 2007, the tradition of honouring the Vietnamese culture in Ottawa began with the celebration of Vietnamese Culture Day during Asian Heritage Month. The tradition continued in 2008 and in 2009, the celebration was expanded to span a full week.

This year, the celebration of Vietnamese culture will take place throughout the entire month of May and will be coordinated by the Vietnamese Canadian Centre and the Ottawa Vietnamese Canadian Cultural Organization.

A variety of activities are being organized throughout Vietnamese Culture Month including:
- A screening of the movie “Bolinao 52”, a documentary about Vietnamese refugees, on May 7, 2010, at Library and Archives Canada, 395 Wellington Street.
- A seminar on the historical developments of Vietnamese music on May 23, 2010, at Ottawa City Hall, 110 Laurier Avenue West.
- A series of Vietnamese Village Activities including a Vietnamese food fair, traditional music, and martial arts in the setting of a Vietnamese village to celebrate the arrival of the lunar New Year, on May 23, 2010, at Ottawa City Hall, 110 Laurier Avenue West.

About the Vietnamese Canadian Centre

Formed in 1987 by its parent organization the Vietnamese Canadian Federation, the Vietnamese Canadian Centre provides settlement services to newcomers and runs activities intended for seniors, youths, and other members of the Vietnamese community in Ottawa. The centre also provides meeting facilities for organizations within the community and serves as an information resource centre for the Vietnamese community in all of Canada.
About the Ottawa Vietnamese Canadian Cultural Organization

Formed in 1984, the Ottawa Vietnamese Canadian Cultural Organization was instrumental in the establishment of the first-ever Vietnamese language school in Ottawa. In addition, the organization has been running a community radio program since 1984 entitled, “The Spirit of Vietnam” on CKCU-FM 93.1, every Saturday from 5:30 p.m. to 6:00 p.m.
